2018 Farm Bill
The Agriculture Improvement Act of 2018 federally legalized hemp, defined as cannabis with no more than 0.3% Δ9 THC on a dry-weight basis. Because that definition names Δ9 specifically, flower rich in THCA — which converts to THC when heated — has been sold as hemp in states that follow the federal test. That reading is the legal foundation of this entire market, it has always been contested, and it now has an expiration date: federal legislation bans intoxicating hemp products effective November 12, 2026. We cover both facts plainly because both are true.
