Our desk audit found two things worth leading with. The good: individual product pages carry their own “Click here for COA” links, which is structurally better than the shared-folder approach half this industry uses. The caveat: the pages we analyzed never name the testing laboratory, and the company's own list of states it will not ship THCA to contains exactly five entries — a number that should raise an eyebrow on anyone who has read a statute book lately. Menu score high, paperwork score middling, compliance framing caveat emptor. Details below.

Standard disclosure of method: this is a desk-verified review. We analyzed the published COA links, prices, and policies on the live storefront. We did not smoke the inventory, and no fact here comes from anywhere but the vendor's own published pages.

What Bay Smokes sells

It is a menu built to capture every format a buyer might want, which matters because format-hopping between vendors is where shipping fees eat casual budgets.

The COA check

Structure: per-product links. Product pages carry their own COA links rather than pointing at one communal folder. This is the right architecture. It makes it possible — not guaranteed, but possible — for the report you open to describe the batch you are buying. On the pages we analyzed we could not confirm that every COA carries a batch or lot number matching current inventory, so our standing instruction applies: open the COA before checkout and look for a batch identifier and a recent test date. If the report is three harvests old, treat it as decoration.

Lab: not named on the storefront pages we analyzed. The site says “3rd Party Tested” and maintains lab-results pages, including a separate portal for the bulk side of the business, but the storefront copy does not identify the laboratory. The lab's name and accreditation are the first two things to read off any COA PDF — ISO/IEC 17025 accreditation is the floor. Recoverable from the documents themselves, but a transparency page that doesn't name the lab is doing half the job.

The math. Bay Smokes' bulk trim listing advertises 13–17% THC. Run any THCA flower number through the only formula that matters — total THC = THCA × 0.877 + delta-9 — and remember what it means: a 25% THCA flower is carrying roughly 22% total THC once heat does its work. THCA converts to THC when heated. It is intoxicating. It will show on a drug test the same as any dispensary product. Bay Smokes' own footer at least gestures at honesty here, with its under-0.3% delta-9 framing — but delta-9 percentage is precisely the number that does not describe what happens when you light the product.

Pricing

The honest read: mid-market. Bay Smokes is not chasing the deep-value pound buyer, and it is not charging boutique-indoor premiums. Where it competes is convenience — one cart, every format, free shipping over $100. Note our hedge in the table: several listing cards we analyzed did not state gram weights alongside prices, so do the division on the product page before you conclude anything about value.

The bundle math, checked

Bundles deserve their own section because they are where menu-breadth stores quietly win or lose the value argument. Bay Smokes' packages run $49.98 to $118, and the audit rule for any bundle is the same: itemize it. Price each component at its standalone listing, subtract, and see what the packaging discount actually is. On the configurations visible at analysis time, the bundles read as modest but real discounts rather than clearance in disguise — provided every item in the box is something you would have bought anyway. The corollary cuts the other way: a bundle that moves one wanted eighth and two unwanted gummy jars is not a discount, it is inventory management performed on your card. The $100 free-shipping threshold interacts with this too; a $95 cart is the most expensive cart on the site, and the bundles are clearly built to walk you past the line.

Shipping & legality

Bay Smokes publishes an actual state exclusion list, which we credit — many vendors publish nothing. Theirs, at analysis time: THCA products unavailable to Arkansas, Idaho, Minnesota, Oregon, and Rhode Island, with a longer list for delta-8 products.

Now the context that list needs. Five states. Our own statute-by-statute count as of August 2026 finds only five states — North Carolina, Pennsylvania, Illinois, Wisconsin, and Maine — where THCA flower is cleanly legal under state law, thirty-six states where it is banned by statute, total-THC testing rules, or controlled-substance interpretation, and ten in gray territory. Those two lists cannot both be right, and we know which one we checked against primary sources. A vendor's willingness to mail you a package is a business decision, not a legal opinion; plenty of vendors ship into states whose laws read otherwise, and the person holding the risk when that goes badly is the person whose name is on the mailbox. And the calendar: the federal ban on intoxicating hemp products takes effect November 12, 2026. THCA flower, carts, and gummies — which is to say, most of this menu — fall inside it. Whatever you conclude about Bay Smokes, conclude it before that date.

Who it's for — and who should pass

A fit if: you live in one of the cleanly legal states, you want multiple formats in one order, and you are the kind of buyer who opens the COA link before paying. The per-product COA architecture rewards exactly that habit, and the bundle pricing is reasonable for samplers.
